| The Higher Education Loans Board (HELB) notifies all university loan
beneficiaries since 1974 to date who are not repaying their loans that in
accordance with the HELB ACT 1995, SECTION 15 (1) and (2) a penalty of
Kshs.5,000.00 has been levied for each month or part of the month that has
remained unpaid since maturity of the loan. The loan matures upon completion
of studies.

NOTICE TO ALL UNIVERSITY LOAN BENEFICIARIES |
| The Higher Education Loans Board wishes to advise all loanees who have completed repaying their loans to apply for their Loan Clearance Certifi cates. The procedure for acquiring the certificates is as follows:
1. Loanees should write to the Board through our dedicated e-mail address:
certifi cate@helb.co.ke and include their National ID numbers, employer's name,
repayment history and current contact [i.e. e-mail, mobile phone number
and postal address] to facilitate processing of their Loan Clearance Certificates.
2. Subsequent enquiries about Loan Clearance Certificates should also be routed
through certifi cate@helb.co.ke
Please note that:
a) . Loanees whose pay slips indicate that they have fully repaid their loans are advised to request for their actual loan statements and balances through recovery_enquiry@helb.co.ke Only then can they verify that they have fully repaid
their loans. Verifi cation of one's loan status with the lender is standard practice in all lending institutions.
b) . Loanees who may have attended a local university for a short while and left to pursue other interests but have not repaid their university loans are notifi ed that the loans are repayable irrespective of whether a loanee completed his/her university course. Such persons need to request for a letter from the universities they attended confi rming the period they spent at the university and submit the same to the Board for verifi cation and appraisal of their loan status.
c) . Loanees who have fully repaid their loans should ensure they apply for their Loan
Clearance Certifi cates as indicated above.
