One of the objectives of HELB is to establish a Revolving Fund. The Board is empowered to invest any surplus funds not currently required, in any investment authorized by law.
To realize these goals, a rigorous campaign has been in place since mid 1996. Following this campaign, the Board is currently recovering over 51 million Kenya shillings per month from June 2002.
Board inspectors visit individuals, employers in order to sensentise them about the need for past loanees to repay their loans thereby contributing to the creating a revolving fund. More and more loanees have been identified and billed. This approach is systematic and HELB will reach all past loanees.
Through enhanced recovery of loans given between 1974 to date, the revolving Fund will hopefully be established and become self-sustaining in due course.
The aim is to eventually evolve into a fully-fledged Learners Bank. |
