The Chief Executive Officer, Higher Education Loans Board, Mr. Charles Ringera, through the Human Resource Management Professionals Examination Board [HRMPEB] today signed MOUs for The Certified Human Resource Professionals [CHRP] examination financing at HELB Head Offices at Anniversary Towers in Nairobi.
The MOUs were signed between HELB with Kenya Institute of Management [KIM] by the CEO, Mr. Muriithi Ndegwa and College of Human Resource Management [CHRM] by the Principal, CHRP Margaret K. Kinyanjui [Mrs.]
On Monday 14th January, 2019, HELB introduced the HELB Jielimishe Loan under a Jielimishe, Jiendeleze tagline. The breakdown of the HELB Jielimishe Loan is as follows:

The MOUs signed today are therefore focused on the Postgraduate Diploma loan for students (first degree holders) pursuing Certified Human Resource Professional Courses (CHRP) as beneficiaries of the HELB Jielimishe Loan. The students can apply for up to Kshs.100,000 p.a. At the moment, students from the following institutions can apply for HELB financing for a Post Graduate Diploma in HR:
- College of Human Resource Management Thika Technical Training Institute
- Kenya Institute of Management Mt. Kenya University
- Kisii National Polytechnic Sigalagala National Polytechnic
- Aldai Technical Training Institute Kirinyaga University
- Coast Institute of Technology
All HELB Jielimishe Loan terms and conditions apply to this product. This product will only benefit employed applicants with a first degree.

HELB CEO, Mr. Charles Ringera said, “…in the last two months, we have so far received 870 interested applicants for the HELB Jielimishe Loan out of which 183 [21%] are specifically requested for the HR Post Graduate Diploma. We are asking salaried Kenyans to visit www.helb.co.ke/jielimishe and apply today.”
Mrs. Jane Wanyoike, Ag. CEO, Human Resource Management Professionals Examination Board [HRMPEB] said, “…we have over 1,000 candidates who will be sitting for CHRP exams this year in line with the legal requirement that all HR professionals must be certified to practice by 2020.” Mrs. Wanyoike also indicated that Kenya is leading in Africa in CHRP Certification and that HRMPEB will be pursuing similar partnerships with KNQA and TVETA. Accompanying HRMPEB was Founder NIBS College and Director Star College.
Mr. Muriithi Ndegwa, CEO Kenya Institute of Management said, “…we offer the CHRP Diploma in all KIM Branches in Kenya and will encourage our salaried students to apply for the HELB Jielimishe Loan.”
CHRP Margaret K. Kinyanjui [Mrs.] Principal, College of Human Resource Management [CHRM] said, “…we are excited that this HELB Jielimishe Loan will help our Post Graduate Diploma in HR students who have been struggling with financing their CHRP Diploma studies.”
For the last 24 years, HELB has empowered the dreams of more than 820,000 students and disbursed over 90 Billion Kenya Shillings. As at 31st January 2019; 438,247 loan accounts worth Kshs. 52.6Billion had matured for repayment, while 386,091 loanees holding Kshs. 37.3 Billion had not matured. A total of 213,193 loanees had cleared their loans worth Kshs. 21.3B. Further, a total of 156,961accounts valued at Kshs. 24.7B are repaying their loans while 68,093 loanees holding Kshs. 6.6B are in default. The loan portfolio is performing at 70%.
The HELB CEO challenged institutions to come together and partner with HELB to run revolving education funds thereby providing their students with easier accessing to financing. Mr. Ringera also called upon all Kenyans who benefited from HELB loans in the past and are yet to commence repayment to ensure that they start repaying their loans immediately so as to assist HELB increase the number of students funded and the amount awarded to students annually thereby progressively implementing universal funding for all Kenyans enrolled in institutions of higher learning with adequate amount to cater for their financial needs.

The Higher Education Loans Board (HELB) is a state body established by an Act of Parliament – CAP 213A in 1995 mandated to provide loans, bursaries and scholarships to Kenyans pursuing higher education in recognized Kenyan Universities and Colleges and to recover the same after completion of studies to facilitate establishment of a revolving fund.
